WP5Pan-European survey on quality of government and corruption at national and regional level

Led by the Quality of Government Institute, this work package consists of a citizen-based survey representative of both the national and sub-national level. The survey studies the level of government impartiality and fairness in the quality of public services, focusing on education, health and law enforcement. The survey aims at 400+ respondents per NUTS-2 region (units for the application of regional policies in Europe), making it the largest multi-country governance survey aimed at capturing regional variation and its explanations.

The survey questions focus on the experience of citizens with public services and their level of satisfaction, as well as on individual strategies of getting the desired quality of service. The importance of gender is a central focus in this work package. Based on the results of the survey, researchers will create a robust composite indicator of the quality of government for 180+ regions and all EU countries. The survey is followed by comparative analysis to explain variation in corrupt practices across Europe, fieldwork to explain outliers and to generate policy ‘lessons learned’. The QOG Institute has already piloted such an instrument on a smaller scale in an earlier survey in 2009 commissioned by the EU Directorate-General for Regional Policy, which are further developed and applied on a larger scale in this work package.
