How the introduction of New Public Management efforts in many developing countries run into diffuculties and ususally cannot be realized. The reason is that in order to work, market oriented administrations must be based on an underlying structure of the Weberian type of public adminstration that usually is not present. The result of introducing NPM without this underlying structure is likely to be increased corruption
