Muhittin Acar

Muhittin Acar is Professor of Public Administration in the Department of Political Science and Public Administration, Faculty of Economics and Administrative Sciences, Hacettepe University, Ankara, Turkey. He holds a BA in political science from Ankara University; an MPM from Carnegie Mellon University; and a Ph.D. in public administration from University of Southern California. His main research interests include accountability, integrity and democratization in governance; local and regional development; partnerships, networks and collaborative forms of governance; and civil society.

Uğur Emek

Uğur Emek is an Associate Professor of Economics and a Senior Expert in the Ministry of Development, Ankara, Turkey. He is currently a visiting research fellow at Hacettepe University and teaches at Baskent University on a part-time basis. His main research interests include competition & regulation in network industries; public procurement & public-private partnerships in infrastructure; anti-corruption; financial economics; and Turkish economy.
