Founded in late 1989, the Center for the Study of Democracy (CSD) is an interdisciplinary public policy institute dedicated to the values of democracy and market economy. CSD is a non-partisan, independent organisation fostering the reform process in Bulgaria through impact on policy and civil society. CSD objectives are: To provide an enhanced institutional and policy capacity for a successful European integration process, especially in the area of justice and home affairs; to promote institutional reform and the practical implementation of democratic values in legal and economic practice; and to monitor public attitudes and serve as a watchdog of the institutional reform process.

Alexander Stoyanov

Alexander Stoyanov

Professor Alexander Stoyanov (Team Leader) is a leading international expert on corruption and crime. He is CSD’s Director of Research and head of CSD’s social and market research unit – Vitosha Research. He is a Member of the United Nations Advisory Council on the implementation of the UN Convention against Corruption. He is also advisor to the UNODC on the development of the UN Crime and Corruption Business Survey. Since 1990 he has managed the design and implementation of more than 200 quantitative and over 150 qualitative projects in the fields of social and economic behaviour, corruption, crime-victimisation, social justice, and market research. In the past 6 years Professor Stoyanov has led the implementation of Eurobarometer’s surveys in Bulgaria. He is among the designers of Bulgaria’s state of the art Corruption Monitoring System developed by CSD to measure the spread of corruption through public perception and victimisations surveys back in 1998.

Stefan Karaboev

Stefan Karaboev

Stefan Karaboev is an Analyst at Economic Program of the Center for the Study of Democracy in Bulgaria. His main research interests are in the areas of Anti-Corruption, Good Governance and Civil Society. Stefan currently works on several related projects, including the EU Anti-Corruption Report and other initiatives, such as the Southeast Europe Leadership for Development and Integrity (SELDI). Stefan holds a bachelor degree in European Studies from The Hague University, The Netherlands.

Ruslan Stefanov

Ruslan Stefanov

Ruslan Stefanov is the Director of CSD’s Economic Program. Since 2002 he has been the manager of the Economics of Corruption and Informal Economy Group at CSD, which comprises of 12 researchers and representatives of the public administration. He has participated as an expert in UNODC’s Expert Group for Anti-Corruption Coordination and on the mechanism for reviewing the implementation of the United Nations Convention against Corruption. He has also been a national expert on the Enforcement of the OECD Convention on Combating Bribery of Foreign Public Officials and has participated in the implementation of GRECO mechanisms in Bulgaria. Mr Stefanov is contributor to the corruption in public services and informal economy section of CSD’s annual Corruption Assessment Report and numerous articles on the economics of anti-corruption in international and national media. He is currently the national correspondent for the first European Anti-Corruption Report and coordinates SELDI, an anti-corruption network of seventeen partner civil society organisations in the Western Balkans and Turkey. He holds an MBA in economics.
